**Colonel (Ret.) Sandra "Sandy" Kowalski** is a senior export control compliance consultant and former USAF acquisitions officer. She spent 22 years in uniform, the last six as Deputy Director for Technology Security at the Defense Technology Security Administration (DTSA), where she adjudicated hundreds of export license applications and reviewed technology transfer agreements for controlled technologies. After retiring, she joined a defense industry compliance consultancy in Northern Virginia and now advises defense tech startups on ITAR, EAR, and CFIUS compliance.
