Lobbying, Ethics & Foreign Agent Rules

Any individual who: 1. Makes more than one lobbying contact (oral/written communication to a covered official on behalf of a client regarding legislation, rules, policy, nominations, or federal contracts) 2. Spends 20% or more of their time on lobbying activities for a particular client over a quarterly period 3. Receives (or expects to receive) $3,000+ from a single client in a quarterly period (for firms); or employer spends $14,000+ on in-house lobbying staff per quarter
