ITAR & EAR Export Controls

1. **Check USML first** — If the item is specifically enumerated on the USML, it's ITAR-controlled. Period. 2. **If not on USML, check CCL** — Item may have an ECCN (Export Control Classification Number) with specific license requirements by destination country. 3. **If not on CCL, it's EAR99** — Catch-all category. Generally exportable without license, but still subject to end-use and end-user restrictions (Entity List, SDN List, denied persons).
