Benjamin Harrison — 23rd President (1889–1893)

**Benjamin Harrison** was the grandson of William Henry Harrison and a competent, detail-oriented president who modernized the federal government, signed the Sherman Antitrust Act, and expanded the navy. He was also so personally cold that his own party supporters called him "the human iceberg." Harrison proves that competence without charisma has real limits in democratic politics — he won the electoral college while losing the popular vote, and then lost to Cleveland in the rematch.
